Steel panels sit over solid roof decking with a high-performance synthetic underlayment between the panel and the deck — that assembly absorbs sound the same way it does on any well-built roof. The noise people picture comes from bare steel on an open barn or shed, not from a finished home. If anything, a solid steel roof is quieter than loose asphalt shingles that lift and vibrate in the wind.

It depends on the condition and construction of your current roof. In many cases steel can be installed over a single existing layer of asphalt shingles on a sound deck, which avoids tear-off cost and keeps material out of the landfill. If the deck is deteriorated, there are multiple existing layers, or there are structural concerns, a full tear-off is the right call.
